**Children with Special Health Care Needs are defined as those who have an elevated need for medical, mental health, or educational services due to a medical, behavioral, or other health condition that has lasted or is expected to last for at least 12 months (responded 'Yes' to all 3 questions in the Children with Special Health Care Needs module).
